Cr Howard moved a motion to remove the $20,000 six-month rate relief for tourism businesses adversely affected by the COVID-19 pandemic and associated restrictions.
In the June 29 agenda, Cr Howard cited that upon reflection of the package, only one business would be affected by the limit, and "significantly" so.
"I now consider that the imposition of the limit is discriminatory and therefore should be removed," Cr Howard said.

The council will also vote on its budget and rates for the next financial year.
Like other Tasmanian councils, Dorset has elected not to increase general rates and charges next financial year due to the pandemic.
There would be three exceptions to this policy.
The Bridport Seaside Caravan Park sites, including the cabin would increase by $5 per night during both peak and off-peak periods.
The annual site fees for the park would also increase from $3160 to $3510 per year or from $270 to $300 per month.
The council's underlying budget surplus is set to decrease in the next financial year to $550,000.
