After reopening on May 31, the ED is currently operating with reduced hours of 8am until 10pm.
Health Minister Sarah Courtney told the Parliament on Thursday it was clear there had been challenges recruiting locum staff in that area.
"This is not a new challenge. Regional areas tend to be very reliant on locums," Ms Courtney said.
"We have been trying to recruit permanent staff there and we've had some successes across specialists, however we still remain challenged about finding permanent staff to be able to work in the ED.
In other news:
"In regards to locums, many of our locums come from Victoria.
"Every time we have a locum looking to come and work in Tasmania there is a stringent process to make sure they are not coming from an area of high risk."
Ms Courtney said the government was committed to fully reopening the ED.
Labor Braddon MHA Shane Broad interjected asking this would be in weeks, months or years.
"I can't predict the future Dr Broad," Ms Courtney said.
"I cannot preempt what is going to happen in Victoria, I cannot preempt what is going to happen on the mainland in regards to locums that we get from those jurisdictions, and I'm not going to put a hospital in Tasmania at risk by bringing staff from a location that is a hotspot for the virus."
