Police said there had been no sign of Mr Murphy despite several days of extensive searching in the Loongana area.
Inspector Shane LeFevre said experts had reviewed the search.
"Considering recent extreme weather conditions and other factors, it is extremely unlikely that Mr Murphy could have survived in that environment," Inspector LeFevre said.
"Police have continued to be in close contact with Mr Murphy's family and our thoughts remain with them at this difficult time."
Police said the investigation remained active and they would maintain a presence in the area.
Anyone with information about the whereabouts of Mr Murphy since Saturday morning is asked to contact police on 131 444.
