The four-part project will involve added and widened lanes in sections of road along the West Tamar.
Highway sections being widened are those between Gravelly Beach Road and Rosevears Drive and Atkinsons Road and Waldhorn Drive.
The section between Exeter and the Batman Highway junction will also be widened and overtaking lanes in both directions installed.
Sight distances at the highway's Motor Road intersection will also be improved.

Infrastructure and Transport Minister Michael Ferguson said construction is expected to start in spring 2020 and go for 10 months.
"This is a time for Tasmanians to work together like never before to ensure that we are getting our economy moving again," he said.
"Like any highway with a crash history it's important to identify priority projects ... this is a very productive part of Tasmania, we need to support both commuters as well as producers to get their goods to market."
Mr Ferguson said there would be delays for drivers in the area during the construction period.
"We ask for patience on the roads, particularly as we look after construction workers with traffic management," he said.

Tasmanian operation Hazell Bros Group will be conducting the works.
West Tamar mayor Christina Holmdahl said the council had lobbied for a long time to get improvements for the West Tamar Highway.
"As the population of our municipality increases, so does the needs of the motorists," Cr Holmdahl said.
"What has been announced today [Friday] is going to go a long way to fixing many of the longstanding problems."
The state government has placed a number of infrastructure projects on the market for contractors.
Nine more projects will be put to market including the improving of Bridport Road west of Dalyrmple.
