The competition was postponed mid-March due to the coronavirus and appeared hard-pressed to get off the ground this year in light of crowd restrictions and a delayed start.
In a letter to club presidents, NTFA president Scott Rigby confirmed there would be no matches played for premiership points this year, but said an opt-in competition was a possibility later on in the year should restrictions be eased.
"The board's decision has not been an easy one," the letter read.
"We have arrived at a decision that we believe is in the best interests of clubs and the NTFA.
"At present it is too early to consider whether an [opt-in] competition is possible and what it may look like - this will depend on when the government decides we may move to stage three and also what the limits for gatherings of people will be.
"We appreciate that there is much passion and a strong desire held by a significant number of people for the playing of football in 2020 and acknowledge the significant efforts made by several clubs to implement the necessary requirements to return to training."
The decision follows cancellation calls from the Oatlands District Football Association and the Darwin Football Association.
