Players were permitted to train in pairs only until Monday, when restrictions eased to allow groups of 10.
Both clubs addressed players and supporters on social media in response to media reports.
"We have followed local government restrictions, AFL Tas protocol and West Tamar Council guidelines to keep our players safe.
"At no time have we broken any rules and are not in Launceston City Council's zone."
North Launceston followed suit with a club statement on Thursday night.
"There has been much speculation as to the identity of a Launceston sports club training in contravention of the COVID-19 restrictions," the statement read.
"As a club [North Launceston] would like to assure its members and stakeholders that we are both mindful and respectful of the restrictions.
"We are also diligently committed to the implementation of those restrictions.
"The NLFC has not had contact from the Launceston City Council about any contravention of the COVID-19 restrictions."
City of Launceston chief executive Michael Stretton confirmed the council had been made aware of a potential breach of guidelines.
"All users of council facilities are required to implement Covid-19 Safety and Return to Play Plans before resuming activities on our sports grounds and facilities," Stretton said.
""We are aware of a sports club that resumed training without these plans in place, and that matter has been addressed with the club involved.
"The City of Launceston now considers this matter closed."
