He believes this is the best way that racing can avoid being shutdown again if there is a second wave of coronavirus infections.
"At the very least it would put us less at risk of having matters imposed on us that are unworkable," he said.
Ring has told Racing Minister Jane Howlett that racing remains vulnerable while it is categorised as either an 'outdoor gathering' or 'social gathering'.
"If the industry was called a workplace prior to being shutdown we may have continued to operate," he said.
"The fact we are considered a gathering, I believe has held the industry back from racing sooner due to the 10 people gathering ruling."
Ring said the Minister had stated that she would be making representation to Public Health in relation to the objective .
"Therefore she agrees we are a workplace," he said.
Workplace status would put racing on a similar footing to industries such as construction and retail in the event of any future restrictions.
WAIT ON DEVONPORT DOGS APPROVAL
The North West Greyhound Racing Club is anxiously waiting for approval to resume trials at Devonport.
President Robyn Johnson said the club had the all-clear from the State Government and Public Health but needed the Devonport Agricultural and Pastoral Society, owner of the venue, to sign off on the details.
"We are meant to trial on Saturday but we're still waiting for DAPS to agree to everything," Johnson said.
"They still have a couple of days so hopefully it will be sorted in time."
Johnson said the club was still waiting on race dates to be confirmed but at this stage was expecting to resume in its normal Tuesday afternoon timeslot.
NEWITT DELAYING RETURN TILL JULY
Craig Newitt will be missing from the first three meetings after racing resumes.
Newitt has decided to remain in Victoria until at least the end of June.
His family will return to Tasmania next week but Newitt will stay for another month to make the most of his chance to "earn some good money."
The jockey has been in hot form on the provincial circuit since he resumed riding in Victoria on May 1 and on Saturday brought up his first metropolitan success on Immortal Love at Flemington.
"I'll be back in Tasmania before the end of the season then just assess any opportunities that might come up (in Melbourne) in the spring," he said.
NO SHORTAGE OF HORSES AT TRIALS
Capacity fields should be the order of the day when racing resumes, if the number of starters in recent trials is any guide.
The 14 thoroughbred trials at Mowbray on Wednesday attracted 53 runners and another 43 are listed to go around in 11 trials in Hobart on Friday.
The 10 Hobart harness trials on Monday had 42 runners after 29 horses trialled at Mowbray on Saturday.
Access to the trials is severely restricted, with no media or photographers allowed.
However replays are available on the Tasracing web site.
