From next Monday, all three codes will be permitted to program trials at Mowbray, Longford and Elwick but not at Carrick or Devonport.

Hall Of Fame trainer Graeme McCulloch welcomed the news but said he didn't expect it to lead to an earlier restart date for race meetings.

"(Premier) Peter Gutwein rang me this morning and, after talking to him, I believe our restart date of June 13 is set in concrete," he said.

The State Opposition has been pressuring the government for an immediate restart to racing and McCulloch confirmed that many trainers had horses "ready to go" without any need for trials.

"But I don't think that's going to happen so we have to live with what we've got," he said.

"I told the Premier I thought his decision to pull the plug on racing had been too hasty - he should have given it more consideration.

"But he said he had to be careful because of our older population and, when it came to Public Health advice, he had to accept all or none.

"I think in racing's case they erred on the side of caution a bit too much."

Racing Minister Jane Howlett said Public Health had agreed on detailed COVID-safe plans for trials, including new operating procedures designed to limit infections.

"Risk mitigation measures agreed on at a meeting I attended on Tuesday with Public Health and Tasracing include trials being conducted with fewer officials and participants and strict social distancing rules in place," she said.

"I hope this decision provides a much-needed boost of confidence to the industry."

Tasracing CEO Paul Eriksson said the approval for trials was "an excellent outcome for racing industry participants ... and an important first step to racing resumption.

"We will now work closely with each code on the specifics of the trials and with Workplace Standards to ensure our trial-day procedures are in line with requirements.
