Days after both Hawthorn and North Melbourne expressed their desire to fulfill their contracts with the state via a fly in, fly out model, Gutwein on Wednesday said he believed the state's strong border control measures put in place to combat the threat of COVID-19 would keep the Hawks, Roos and their opponents out.

"Under our exemptions it would be very difficult for AFL teams to fly into Tasmania,'' he said.

"My view, and I will be having further discussion with public health this afternoon, is that we simply won't be able to accommodate the AFL under the current border restrictions, border restrictions that I believe in a large part have ensured that we can get to the point today that we are able to start talking about gradually opening up our economy.

"I don't think any Tasmanian would want me to risk that."

It comes after Gutwein last week said he wasn't "in a rush and tear to have AFL played here in Tasmania in front of empty stadiums" after the AFL asked the government to look into the possibility of games being staged in the state.

Hawthorn president Jeff Kennett, who on SEN last week said those initial comments were "very short-sighted and very selfish", said on a Perth radio station over the weekend the Hawks had asked to have their four 2020 games scheduled when a revamped fixture is released.

The Roos have asked for the same, with North Melbourne chief executive Ben Amarfio confirming as such to The Age on Tuesday.

Gutwein had previously offered up Launceston as a quarantine hub location when the hub model was being explored for all clubs in order to get the season going again.

The AFL will announce a return to train date and a return to play date later this week in what will be a 17 round season.

The state government pays around $8 million to bring eight AFL fixtures a year to UTAS Stadium and Blundstone Arena.

An AFL spokesman said overall discussions about this year's reduced fixture were continuing, with the league looking to lock in a restart date this week.

"The AFL is continuing to finalise its return to train and return to play model,'' the spokesman said.

"As with all decisions throughout this process we have been led by government and medical advice as to where and how we resume.

"The consultation process with all governments and medical officers will continue as we navigate our remaining 144 games."
