Although its April 3 awards dinner was cancelled due to the coronavirus pandemic, Cricket Tasmania announce the finalists and winners this week.
Short was named male winner from four finalists also including Nathan Ellis, Clive Rose and Matthew Wade.
Despite missing nearly a third of BBL09 due to his call up the national One Day International squad, Short was the Hurricanes' leading run-scorer with 357 off just 272 balls.
The Northern Territory-born left-armer's all-rounder status was boosted when he produced astounding bowling figures of 5-21.
Hurricanes head coach Adam Griffith heaped praise on the 29-year-old.
"D'Arcy has once again had a very big BBL season for the Hurricanes which culminated in his 100 runs for us in Perth from where he was then rewarded with selection for Australia," he said.
"His consistency at the top of the order continually gets us away to good starts and his greatest strength is his ability to bat through the innings and win games of cricket.
"D'Arcy's leg spin has also become an important part of our bowling group, highlighted by his five wickets against the Sydney Thunder."
Vakarewa won the WBBL award after being shortlisted alongside Nicola Carey, Heather Knight and Corinne Hall.
The 22-year-old Australian international pace bowler had an outstanding debut tournament for the Hurricanes. Her 20 wickets at an average of 15.80 was the third highest in the competition.
WBBL head coach Salliann Briggs said: "We knew Belinda had a lot of promise when she arrived, but what she delivered in the WBBL was world class.
"Belinda has everything as an opening and death bowler, and I can't wait to see what she's got in store for us next year."
Amy Smith and Mac Wright won the young player of the year awards.
Smith was selected in under-15 and 18 Tasmanian Squads, named in the Cricket Australia under-15 team and as a non-travelling member for the national under-19s.
Winning the award for the second successive year, Smith said: "I managed to achieve a lot of my goals and experienced a variety of positive things throughout the season."
Making his first-class debut for the Tigers in the Sheffield Shield and one-day cup, Wright was also called up to the Hurricanes.
"I can't wait to see where he can get to over the next few years," Griffith said.
