It may establish a hotline to help residents stay up to date with the continually changing situation and look at assisting local businesses to compliment the state and federal government's stimulus packages.
An exact break down of the initiatives has not been released but Mayor Wayne Johnston said the council would meet in coming days to discuss them.
"At this stage, the focus for council will be to assess support measures available for those in the community who require immediate assistance for demonstrated hardship as a result of COVID-19," he said.
"This will include a review of council's existing hardship provisions, expansion of time to pay options, payment deferrals and rate relief.
IN OTHER NEWS:
"We are working hard to maintain services and are adapting our methods of delivery in response to the changing needs of the community."
The council has closed barbecues, public playgrounds, RV rest stops, skate parks and number of public toilets in the municipality.
Whilst the number of public toilet facilities available will be reduced, there will still be at least one operating in each township with the exception of Hagley.
"This consolidated approach allows council to implement increased cleaning schedules where it is needed for high use facilities," Mr Johnston said.
"There has been a noticeable reduction of patronage and this is a practical response to the changing levels of use as movement restrictions increase."
The council's Westbury office and depots closed to walk-in enquiries on Friday, but staff will be available by phone or email.
Face to face meetings are still available if necessary but will be by appointment only and social distancing measures will be in place.
