Lorinda Summers said the man brought in his mother for a haircut and he did not mention he should have been isolating until after she had finished the service.
Coronavirus: All the latest updates on COVID-19 for Tasmania
As a single mother of four who is considered at risk in relation to COVID-19 due a prior health condition, Ms Summers said she had been left anxious and fearful as the result of the encounter.
She has since called the police information hotline to report the man's failure to self-isolate.
Ms Summers said she originally wrote the letter to the man as a mental health exercise to help her work through her frustration but she now wanted to share it with other Tasmanians to show how important it was for people to comply with the rules around self-isolation.
"You chose to enter my salon today whilst you were supposed to be in self-isolation," the letter said.
"It means your mum got her haircut so that she can look tidy while she is in isolation with you. Because that is the only reasons you entered my salon today.
"Were you self-isolating because you are a suspected or confirmed COVID-19 case? Or have you recently returned from overseas?
"I may never know. But the fear and stress you have put me under is utterly unfair."
More on coronavirus:
Ms Summers said she was no longer working in the salon.
"I made the decision to isolate myself and my children to reduce the amount of people we come into contact with," she said.
"I am angry. Angry at choosing one last day in a career that has provided for me and my children for almost 22 years.
"Angry with myself for thinking people would do the right thing and abide by the self-isolation laws.
"But mostly I am angry with you.
"If you have passed on the COVID-19 pathogens to me, was the need for your mother to have a trim worth four beautiful children losing their mother?
"Self-isolate if you have been directed to, don't spread this horrific virus."
