From a federal viewpoint Mr Morrison said schools would remain open but individual states could make their own decisions.
He said the restrictions were put in place as Australians behaviour on the weekend proved they were not taking social distancing guidelines seriously.
"This is an absolutely critical time," he said.
He said the measures would be reviewed each month, but people should expect them to be in place for six months.
Cinemas, gyms, indoor sporting venues and places of worship, such as churches, mosques, synagogues, will also be closed.
