The 17-year-old boy was nabbed on Meander Valley Road at Carrick late Monday night, travelling at 127km/h in a 60km/h zone.
He blew 0.144 - nearly three times the legal limit for a full driver's licence.
The South Launceston teen was charged, and immediately disqualified from driving for a period of 12 months.
He will appear in the Youth Justice Court at a later date.
Deloraine Inspector Scott Flude said police were "very disappointed in the actions of this young person".
