Latrobe-based Rhuby Delights confectionery business owner Malcolm Ryan said he was now able to employ the woman.

That followed a federal department finding a way to increase a wage subsidy to $10,000, which Mr Ryan said he needed to be able to hire the woman at this time.

Mr Ryan contacted the Morrison Government about the matter late last year.

He argued it was unfair there was only a wage subsidy of $3300 available for the woman - who has an anxiety disorder - when he had received $10,000 in wage subsidies for each of two other employees he had taken on.

One of those was an older worker and the other a young jobseeker.

It is understood part of the difference in wage subsidies related to a $10,000 subsidy available for young jobseekers under the jobactive program who undertake an internship under a scheme called PaTH not being made available to Disability Employment Services (DES) jobseekers.

That led to the Social Services Department making $6000 wage start subsidies available to DES PaTH interns and deciding to consider whether more could be done.

Mr Ryan got a partial win - with the offer for the woman increased to $6000 - in late February.

He said on Thursday employment services provider CVGT would top the amount up to $10,000.

He understood the department had hired a consultancy firm to look into the disparity in subsidies and the DES system.

"I'm quite enthused about the department engaging an outside consultancy firm to review the whole DES program and they want me to be part of that review," Mr Ryan said.

"I'm confident the system will be fixed up in the medium term for other employers."

He said the response was a "big tick" for the department. and led to a great outcome for the jobseeker and the business

He said the young woman was "over the moon" and he expected her to start work later this month.

On February 27, Social Services Minister Anne Ruston said Mr Ryan had identified an anomaly in the government's wage subsidy system which it was now seeking to address.
