Developers Traders in Purple are behind the Ridgeside Lane proposal. A request was made to the Northern Midlands Council to change the Northern Tasmanian Regional Land Use Strategy at the site.
As part of a land change of use request, the Northern Midlands Council has to write to all surrounding council to ask for their opinions.
The change request was made to the council in March 2019, and the council asked for more information. At the August meeting, the council approved the request to write to the other councils to amend site's land use strategy.

All councils supported the plan to move to the next stage of the amendment.
"It is noted that George Town, West Tamar, Launceston and Meander Valley councils' support of the request is incumbent upon the Northern Midlands Council to demonstrate to the Tasmanian Planning Commission and the Minister the appropriateness of the specific proposal," the council agenda said.
"Break O'Day Council's support is given provided the amendment is based on sound strategic planning."
The next stage of the development is for the council to submit the amendment to the state's Planning Minister Roger Jaensch for the site's use to be changed.
The council is recommended to approve for the plan to be sent to the minister.
Traders in Purple's development director Jennifer Cooper said she was very pleased at the recommendation.
"I think the council is pleased that it's been endorse and potentially going through to the next step. so fingers crossed it all goes well Monday," she said.
"It's good that we've at least got to this point and got the support of the other councils. That is the main aim at this stage."
