The club said it has received interest "from all parts of the world" for the third generation City player who has scored 39 goals in league and cup competitions across the last three seasons.
Head coach Roger Hardwicke said: "The club have worked exceptionally hard to improve the quality around Noah. I feel this takes a lot of pressure off Noah to only score goals and allows him to become a more complete striker.
"Noah has thrived in training with the new players. He's a smart footballer who is learning all the time and constantly striving to make himself better."
The son of club stalwart Roger Mies, who was a state representative last season, praised the potential of Hardwicke's squad.
"I believe the sky is the limit this season," he said.
"The club is coming on in leaps and bounds and I'm proud to be wearing the shirt once again. With a great coach and key signings I feel like we can make a real impact this season."
City kick off against Kingborough on March 21.
