The interim report was to be finished by late February after the community phone survey.
The mail-out survey is expected to be received by residents in the Meander Valley municipality from March 16, before its due back by March 30.

Corrections Minister Elise Archer said it would give even more people in the region an opportunity to express their view.
"Given the mail out survey is being conducted in March...a final report will be made public in April as previously committed by the government," she said.
The survey will be independently conducted by Hobart company SGS Economics and Planning.
It will be mailed out and addressed to householders. It will contain a questionnaire and a prepaid return envelope.
The government has promised all survey responses would be confidential, as it said it was not possible for the contractors to individually identify responses.
The final social economic report on the preferred site is scheduled to be released in mid-April.
