About 5.30am Wednesday Mr Williamson and Mr Rowe were travelling on the Bass Highway in a Mazda ute when a Toyota Prado driven by the Selbourne man crossed onto the wrong side of the road crashed into the pair.
Two children who were in the back seat of the Toyota Prado were the only survivors of the crash.
The nine-month-old and four-year-old brothers have been treated in Royal Hobart Hospital and are in a stable condition.
Police said the Selbourne man was not wearing a seatbelt and initial reports suggested speed was not a factor in the crash.
Tests to determine whether drugs are alcohol were a factor have not yet come back.
Investigations into the crash are continuing.
Anyone who witnessed the crash, or who saw the vehicles beforehand, should contact police on 131 444 or Crime Stoppers on 1800 333 000.
