Shannon James Duffy, 30, had pleaded not guilty to the murder of Jarrod Leigh Turner, 22, in April last year.
However, he changed his plea to guilty when he appeared in the Supreme Court in Hobart on Monday.
Acting Justice David Porter ordered a psychiatric report on Duffy.
He remanded him in custody to appear again on March 16.
Mr Turner was found with a gunshot wound by the side of Colebrook Road, two kilometres north of Richmond, in the early hours of April 14.
Mr Duffy and a 22-year-old woman were arrested at a property near Fingal five days later.
Jemma Rumley-Cantrell was charged with failing to report a killing and being an accessory after the fact of murder.
A third person, a 14-year-old girl, was also charged with being an accessory after the fact of murder.
