Relationships Australia's President Rick Marton praised Mr Rowell's contribution.
"We are certainly disappointed to lose Mat's significant expertise, commitment and leadership, but we are also extremely grateful for the more than 10 years he has dedicated to RATas," Mr Marton said.
"During this time, he has made a significant contribution to RA Tasmania's growth and development as a leading provider of relationship support services for all members of the community, and has set us up well for the future.
"RA Tasmania is also fortunate to have a strong team of staff working with Mat to deliver on our mission."
Mr Marton said Dr Kelly had acted as CEO on a number of occasions.
"Michael started his career with us as a practitioner, to Manager, Director and, most recently, to Chief Operating Officer," he said.
"Through this period, the board has been impressed with Michael's strategic contribution, and - as part of a long-term succession plan - has supported the work he has done to develop his leadership and management skills."
Mr Marton thanked Mr Rowell for his work and commitment.
"We are a stronger, larger and more effective organisation as a result of his leadership, and many of the initiatives he and his team have worked on are legacies that will benefit us for years to come," he said.
