Football Tasmania also knows the pangs of an unwanted absence from the country's top-flight competition, having missed the opportunity to secure one of two A-League expansion spots in 2018.
Announcing soccer as the state's most popular sport by participation at a press conference on Tuesday, Bulkeley said he supported Tasmania's push for an AFL team, which was boosted by the Tasmanian AFL Taskforce's findings release on Friday.
"It's interesting reading - I had a read through it on the weekend," Bulkeley said of the Taskforce report.
"We've always said that we'd welcome other sports having teams in national sporting competitions and our position on that hasn't changed.
"What we've also said is that we would welcome and anticipate that same level of support for any A-League ambition and we're working very closely with the government in that regard because it does add value to the pathway having that kind of high-level product for people to watch and be able to consume close to home."
The Taskforce's findings included a recommendation to consider building a $300 roofed multi-purpose facility at Macquarie Point in the state's South.
Bulkeley said Football Tasmania would give consideration to sharing high performance facilities with an AFL team while pointing out that the state's A-League bid was already well-backed by investors.
"I'd certainly be open to that," he said.
"There's examples in other parts of the country and of the world where different codes have co-located and worked together so we'd be open to those discussions, again it's just making sure that we have that opportunity to have that support.
"We haven't really as a code asked for money for what we want to achieve around the A-League, at the moment our strategy is working very hard on making sure Tasmania has the best possible case to convince the people that make the decision that there should be a team from Tasmania."
