Commissioner for Children and Young People Leanne McLean said, despite best efforts, the wellbeing outcomes of young Tasmanians have remained stagnant or worsened.

"There's no doubt that when you see these statistics put together they paint what I would say as a Tasmanian is a grim picture," Ms McLean said.

"I am particularly concerned that the levels of participation among 15 to 24 year-olds has dropped. That says that there are many young people who are drifting."

The report Investing in the Wellbeing of Tasmania's Children and Young People explains what wellbeing is, why it is vital for children and young people, looks at a snapshot of young Tasmanians' wellbeing and makes recommendations for improvements.

"Wellbeing is influenced by every aspect of services across our community," Ms McLean said.

"By the transport you receive, by how we plan where our government services go, by housing, by your mental health,by the education you have received. We can't think about it as employment on its own."

Ms McLean said barriers to wellbeing included a lack of coordination between government departments and other organisations supporting children and their families and investment being focused more on crisis intervention than prevention and support.

She said a new approach was needed for the wellbeing of young Tasmanians.

"To improve wellbeing outcomes requires a coordinated approach to be implemented by all agencies dealing with children, young people and their families," she said.

"The development of a strategy takes time but there is no reason why we cannot invest more in the first 1000 days of children's lives right now.

"Earlier investment will in the long run save money.

"Families are under more pressure during pregnancy and those first few years of children's lives than at any other time - this is when they need support.

"Further, we need improved collation, sharing and analysis of children and youth wellbeing data across all sectors to allow long-term monitoring of progress in Tasmania."

Ms McLean said children and young people need to be involved in decision-making which affects their wellbeing.

"Only if we put children and young people's wellbeing at the centre of government strategy can we hope to achieve positive outcomes not only for children and young people but also for the wellbeing of our community as a whole," she said.

Premier Peter Gutwein said the government would review the report.

"I will wait on advice in terms of those recommendations," Mr Gutwein said.

"In terms of the work we have been doing, we are putting record amounts of investment into education, we have have increased the amount of funding into TAFE.

"We will continue to invest in the sector to provide opportunities for young people."

Greens leader Cassy O'Connor said the report highlighted two important themes being the need for a cross-partisan and cross-sector approach and the inadequacy of existing performance measures.

"The premature abolition of the Tasmania Together framework, which included community-wide performance measures, was an unfortunate step in the wrong direction," Ms O'Connor said.

"We need to move back towards a wellbeing framework similar to Tasmania Together."

Ms O'Connor said the Greens would again seek to establish a cross-partisan approach on this important issue.
