The submission was made to the inquiry last October and shows the results of a Recfishtas survey designed to gauge the communities feelings regarding the proposal to have a fish farm in Okehampton Bay.
It received 750 returns out of a possible 1400 with 74 per cent of respondents against the plan.
Since then the farm and pipeline have been built and costs have blown out causing the council to take out a loan of $600,000 to complete the project.

Former public servant Richard Davoren was commissioned to help carry out the survey, he said it clearly showed people were against the project.
"I think the statistics speak for themselves, I am confident they are correct," he said.
Hearings for the inquiry begin on Tuesday.
