Tasmania defeated New South Wales by one point 83-82 to get on the podium.
Taran Armstrong (28 points including the match winner, seven rebounds and three assists) and Reyne Smith (22 points, two rebounds and two assists) played key roles in the state's win on Sunday in Canberra.
Armstrong finished as the tournament's leading scorer.
After scores were level at half-time, Tasmania broke away with a 29-23 third term before holding on in the face of a New South Wales comeback to get the win.
Tasmania's women's side finished its titles with a nine point win over South Australia, 69-60.
Georgina Harding (16 points and six rebounds) and Sharn Hayward (13 points, one rebound and one assist) were the best for the winners.
The Tasmanians were down by eight at quarter-time and two at half-time before a 41-30 second half delivered the win.
The state's Ivor Burge men's team finished fourth after a 136 to 63 win over Western Australia.
