Mr Street will take a seat in the House of Assembly left vacant by former premier Will Hodgman.
This is the second time Mr Street has been elected to parliament by recount.
He replaced lower house member Paul Harriss in 2016 but failed to retain his seat in the 2018 state election.
Liberal candidate Simon Duffy, Greens candidate Holly Ewin and Brendon Hext each participated in the recount.
Mr Street won more than 70 per cent of Mr Hodgman's preference votes.
