Planning Matters Alliance state coordinator Sophie Underwood said the scheme favours developers instead of communities.
"It's basically the government saying you can have all this development but where's the public benefit," she said.
As part of the scheme, local governments will have to rezone their local schemes in order to fit with the statewide format.
A government spokesperson said nearly all councils have translated their schemes into the local format.
"These are assessed by the independent Tasmanian Planning Commission, including public exhibition and hearings where required," they said.

Last week, the Josef Chromy Group announced it would take its development plans to Hobart and councillors said they would have approved a development application if they were allowed to.
The implementation of the statewide scheme is expected to make it easier for developers to get their applications approved.
Ms Underwood said PMAT had developed a guide for people wanting to comment on their new local schemes.
"People who own land in Tasmania or are engaged in national park and reserves issues or agriculture need to be engaged in this statewide planning scheme process so they can essentially have a say over how they are going to be zoned," she said.
