She is a member of the Children's Book Council of Tasmania where her responsibilities include, among other things, coordinating Book Week. She is the organiser of the Launceston History Prize, and has been the driving force behind the Launceston White Ribbon committee.

Mayor Albert van Zetten said Ms Fuller's dedication could not be questioned.

"She's always been doer, of every single committee she's on," he said. "I've seen it, I've worked with her, and she gets involved. She's passionate, and she gets it done."

As for Ms Fuller, she said she was "absolutely gobsmacked" to receive the award.

But awards are not why she puts so much of her time and energy into the community.

"I have two grandchildren," she said. "I want them to live in the best possible world. And I want to set an example for them as well."

Community Event of the Year went to Harmony Day, organised by the Migrant Resource Centre North.

Chairman Roger Tyshing said it was a credit to the hard work of chief executive Ella Dixon and the staff at the centre.

"I'm very proud of them," he said. "They put a lot of effort in. People don't see the work that goes in behind-the-scenes - and it was such a warm, beautiful event, and very well-attended."

The West Tamar's pick for the Citizen Award was Frances Graham, of, among other organisations and projects, the West Tamar Arts Group and Inner Wheel.

Also awarded were: Young Citizen of the Year, Josh Partridge; Young Sportsperson of the Year, Hayley Older; Community Group of the Year, Riverside Neighbourhood Watch; Community Event of the Year, St Anthony's Fireworks Night 2019.

In the Meander Valley, Judy Fellows was named Citizen of the Year.

Judy has lived in Meander Valley her entire life and is the owner of the Westbury IGA.

She has always been passionate about the township of Westbury and has worked hard to support the community and her employees, Mayor Wayne Johnstone said.

"For many years, she has given most generously to local clubs, venues and fundraising events, providing donations of food and prizes for raffles and regularly volunteers her time," he said.

The Westbury Primary School's Westbury 180 celebration received the Community Event of the Year Award, and the Meander Valley Sports Award went to world fly fishing champion Joshua Flowers.
