Released on Thursday, the Report on Government Services for housing and homelessness found in Tasmania the percentage of clients reporting repeat periods of homelessness had increased to 7.8 per cent in 2018-19, up 0.8 per cent from 2017-18.

Tasmania was followed by the Northern Territory with 7.1 per cent.

Total government expenditure on homelessness services in Tasmania per day of support has decreased to $41.67 a day in 2018-19, down 27.4 per cent from 2014/15.

This is higher than the national average of $38.02 per support day.

The report also found the number of Tasmanian low income households in community housing experiencing rental stress almost halved in the 2018-19 financial year.

The proportion of these households experiencing rental stress in 2018-19 was 6.1 per cent, down from 10 per cent in 2018 and 27.6 per cent in 2015.

Low income households encompass the bottom 40 per cent of equivalised gross household income and rental stress is defined as spending more than 30 per cent of gross household income on rent.

Only 0.1 per cent of low income households in public housing were found to be in rental stress.

Both community and public housing saw an increase in the proportion of low income households with 94 per cent of community housing and 95.3 per cent of public housing composed of such households.

Crowding in public and state owned and managed Indigenous housing reduced (3.4 per cent and 3.8 per cent) and stayed the same in community housing (3.3 per cent).

Nationally, the report found without Commonwealth Rent Assistance 68.9 per cent of low income households would experience rental stress.

Despite receiving CRA, 40.5 per cent of low income households across Australia still experienced rental stress.

In Tasmania, 47.7 per cent of households with a family member under the age of 24 receiving CRA in 2018-19 spent more than 30 per cent of their income on rent.

Of Aboriginal and Torres Strait Islanders receiving CRA, 25.6 per cent were in rental stress, as were 23.2 per cent of Tasmanians on disability support pensions receiving CRA.
