The land formed part of the historical Fairview historic home, with the Torkington property next door.
The streetscape at this end of St Georges Square is largely framed or influenced by the substantial brick wall, being remnants and reconstructed sections of the original wall enclosing the early Fairview estate, the City of Launceston council meeting agenda said.
RELATED STORIES:
The fence surrounding the property was recently demolished after it was labelled dangerous. The fence was slated for heritage listing and was demolished in August last year.
The property's owner saved some of the bricks and vowed to rebuild a replica fence. However, the council requested this be done before the property was demolished.
The council has put a permit condition on the demolition that requires a visually consistent fence to be rebuilt. The permit requires a contiguous wall from the boundary to existing driveway.
Resident Glenda King asked questions at the council's last meeting of 2019, which were taken on notice and answered in the January agenda.
Ms King asked if any breaches of permit had occurred and if fines had been issued. The council said appropriate enforcement action had been undertaken.
She also asked if the report to justify the wall's integrity was going to be made public, with the council saying a building surveyor recommended the Scott Street corner of the property to be removed because of its structural integrity.
"The engaged builder also provided a recommendation for removal due to structural integrity," the council said.
IN OTHER NEWS:
A neighbouring site has two protected sequoia trees, and a project arborist will be required to supervise the development.
The representations raised concerns about the protection of the heritage listed trees, the retention and restoration of the brick fence and overshadowing.
The council recommends the application to build the five bedroom, two-storey dwelling be approved.
The application will be discussed at its meeting on Thursday at 1pm. The meeting will be held at Town Hall.
