And, as he openly admitted yesterday, his government needs to do more for all Tasmanians. Not everyone is experiencing the positive effects of the state's strong economy. The health system is considered by most as an underfunded rabble, while the pressure on housing needs addressing with urgency. Mr Gutwein is considered a man who gets things done and one who is never afraid to speak his mind. How he handles the three issues he pinpointed on Monday, namely health, housing and climate change, alongside his deputy Jeremy Rockliff, will be interesting.

How long do we wait for action?

The Bass Liberal stalwart has a solid record as Treasurer and his retention and that of Mr Rockliff demonstrates a desire to continue the Hodgman-era agenda through to the next election. Not a bad thing considering the successful run on many fronts since 2014. However, Tasmanians won't continue to accept the status quo when it comes to health and housing, so action must be swift and decisive. News Liberals are confident Labor-turned-independent Clark MHA Madeleine Ogilvie will join them before too long will allow Mr Gutwein to take such action without fear.

It's therefore a good move for Tasmanians as the influence of Speaker Sue Hickey would be diminished.

The government would hold 14 of the 25 seats in the House of Assembly to legislate the government's agenda. It would also shore up the Northern-dominant government's presence in the South heading into the next election, which some predict may happen before the 2022 deadline.

With a fumbling Labor, the Liberals are a chance to stay in power, but only if they don't become stale or fail to be reformist.

There are plenty of positives to look forward to - particularly the North - with hydrogen energy, Battery of the Nation, Northern prison and other key economic transformation projects in the pipeline. But what is in the past remains in the past and it is the future Tasmanians will most remember and hold this government to account.
