The application is for a two-storey building with two shops on the first floor, and two apartments on the ground floor.
However, because of the nature of the sloping land at the lot, only the retail outlets would be visible from the Main Street frontage, and they will be behind a shared deck.
The apartments would each have two bedrooms, two bathrooms, a living area, kitchen, deck, and two parking spaces.
It is understood the developer is seeking expressions of interest for the site, with the potential for the eventual shop tenants to live on-site, or for the shops and the apartments to be leased separately.
The proposal is for 69 Main Street, Derby, which backs onto a bike track.
Representations for the development application are open until January 30.
