Treasury spokesman David O'Byrne said the Liberals needed not just a new leader but a new course to reverse budget cuts and address what he called a health and housing crisis.
He said Premier Will Hodgman had left the stage with "no-one standing on it".
"We've got a Premier walking off the stage, who by virtue of his popularity and his pedigree, has been papering over the cracks and divisions inside the Liberal Party," Mr O'Byrne said.
"All Tasmanians can see the division and dysfunction that's now occurring.
"This is extraordinary, the lack of an appropriate transition from one leader to the next.
"It's been two days and we've heard nothing from senior Liberals - all we're hearing is crickets and frogs."
Mr O'Byrne said he accepted the Premier's surprise decision to step down but there had been no "orderly transition" to his replacement.
Labor member for Braddon Dr Shane Broad said Tasmanians deserved certainty from government.
"The one thing the Liberals have tried to project is stability, but they are clearly in disarray again," Dr Broad said.
"Since the last election the Liberals have been neither stable nor a majority government."
Mr O'Byrne said there were big challenges ahead in addressing the blowout in net debt.
