"We needed to make some changes," Gower said.
"I thought we were bowler heavy last week to be honest.
"I don't think we had the balance right for our side."
Launceston middle-order batsman Ethan Conway and South Launceston spearhead Jackson Young will debut for the Raiders' final Twenty20 fixture of the campaign.
After averaging just 20.57 in his first seven walks to the centre wicket that included an opening-game 54, Conway has come straight off 84 not out, 52, 10 and 110 in the next four Lions' first innings.
"He was in fantastic form pre-Christmas, so it has been fantastic to get him back in the side," Gower said.
"So the selection is performance base. He had back-to-back fifties, so I was definitely keeping an eye on him.
"To get the hundred on the weekend was just icing on the cake. I contacted to see if he was interested in putting on orange and he has grabbed it with both hands.
"We are very excited what he brings to the table."
Young has been a model of consistency for the Knights.
He has collected 23 scalps at 16.7 this summer that has included taking three wickets or more on five occasions.
"We're really excited about Jackson and the opportunity that this is," Gower said.
"We know that he's a good quality player and he bowled really well last final series.
"I'm really keen to see what he also brings to our outfit."
Classy Burnie opener Brodie Hayes will return after an early-year break. Skipper Miles Barnard is set to drop down to the middle, so Hayes can open with Jake Williams.
Allrounder Brandon King also comes back to improve the side's spin options.
Left-arm quick James Beattie has been forced out with tennis elbow and is expected to miss one to two weeks.
Ben Spinks and James Jennings had been omitted while Rhys French had been released to play for Latrobe.
