With the help of ARTAS, the club has developed plans for a multi-storey facility which will allow room for an extra changeroom, a history museum, an undercover viewing deck and a 250-seat function room.
Erected in 1975 - 100 years after the club was first established - the existing rooms will likely stand until after the 2021 season, when the club hopes to begin construction.
Launceston sponsorship director and life member Malcolm Atkins said the redevelopment plans coincided with increasing numbers of players using the facility.
"The building is 44 years old, it's tired and needs a lot of maintenance," Atkins said.
"We've gone from three teams in 1975 to possibly 16 in 2020 - women's, men's and juniors - that's a huge growth and we just don't fit in that little building any more."

Discussions first began as the club searched for suitable housing for Launceston, Rosevears, Sidmouth, Exeter, West Tamar, Beauty Point, Beaconsfield and Bridgenorth football club memorabilia.
"It's come about really from trying to find a place to put our museum, we wanted to try and fit it somewhere at Windsor Park to keep all the memorabilia from the West Tamar clubs as well as ourselves," Atkins said.
"A standalone building wasn't an option, so the idea was to fit it into our clubrooms and the only way of doing it was to double the size of the clubrooms."
Windsor Park is also used regularly for Little Athletics and has hosted the NTFA's grand finals for the past four years.
Other proposed changes to the complex include a revamped canteen, several meeting spaces and a public toilet block.
The plans will be publicly unveiled at Windsor Park on Thursday when the club hosts its annual meeting and final training session for 2019.
"I'm very confident it will get done," Atkins said of the project.
"The support we've already had from the state government (Peter Gutwein), from the federal government (Bridget Archer) and definitely from the West Tamar Council supporting us, it's on their land ... from those three arms we're confident it will get done.
"We've got it down slated to start September 2020, realistically it'll probably be September 2021.
"We know it takes time to go through the building plans and the building approval process."
Atkins said the upgrades would not make Windsor Park a viable TSL grand final venue, but would undoubtedly service a number of sport and community groups for the "next 50 years".
"It's probably the number two ground in Northern Tasmania after York Park so it's a valuable proposition for the West Tamar Council to have in their council that anybody can use," he said.
"It's a great home to have for Tassie's oldest footy club."
