The sport's governing body, Swimming Tasmania, said that the club had created a positive and flexible environment in which young swimmers can thrive.
"With the support of head coach and 2018-19 Tasmanian coach of the year Peter Tonkin, LAC has grown its membership, fostered a supportive culture among both swimmers and volunteers, implemented new processes to improve club systems and embraced development opportunities," it said.
Tonkin said the award recognised the club's ability to work as a cohesive team.
"By working as a cohesive team we have made success inevitable," he said on Facebook.
"Success can be measured by how much the kids enjoy their swimming and by how much each swimmer improves.
"I look back on my early club days as being some of the happiest days in my life. I got lapped in my first ever race but I received a lot of encouragement so I stuck at it. I think everyone deserves a jelly bean."
Hobart Aquatic won the jubilee shield for the most success at Tasmanian championship events.
Talent pool
South Esk breaststroke star Morgen Hawkins shares the 2018-19 swimmer of the year trophy with Sandy Bay teenager Matilda Smith.
Swimming Tasmania said: "Morgen and Matilda both had a sensational year in the pool, with some fantastic performances at nationals in April. Well done to both."
Top deck
Swimming Tasmania official Denise McLaughlin was a finalist in Swimming Australia's official of the year award, in recognition of her outstanding contributions on pool deck.
