At Thursday's meeting, the council approved a plan to assist with assessing unsolicited proposals.
All councillors supported the plan saying it would give better understanding of the process to develop council-owned land.
The council has been working on the framework for the past six months, which was a result of the Re-imagining the Gorge project.
