Jess Greene said she had been encouraged to stand by others after coming close to being elected to the West Tamar Council in 2018.

She paid tribute to sitting member Kerry Finch for serving the electorate so well and being a "grassroots" member.

Mr Finch, 71, will not recontest after holding the seat for 18 years.

Ms Greene, 32, is the North and North-West organiser for the Community and Public Sector Union, board member of the Child Health Association of Tasmania, president of Laurel House, and secretary of Playgroup Tasmania.

"I think people want a local member who will fight for jobs and for them and their families," she said.

"I don't think they worry about the colour of the t-shirt you wear.

"You can say you are independent and have an open mind but you have your own views. At least people know I'm Labor and where I stand and that is for jobs and for well resourced public services."

Ms Greene's husband Nathan runs a small fibreglass manufacturing business and she said she knew the importance of "having a job".

"I also understand the impacts of cuts on the public service and I'm very worried about cutting biosecurity which will be really damaging for Tasmania," she said.

"More than 700 jobs have been lost around Launceston over the past 12 months and the Liberals don't have a plan to turn things around.

"I'll be talking a lot about health and the LGH in the coming months."

Labor leader Rebecca White described Ms Greene as an "outstanding" candidate.

"The people of Rosevears deserve a representative who understands and cares about their livelihoods and the issues affecting locals, such as the rising jobless rate in the area and the broken health system," Ms White said.

"Jess knows the importance of supporting essential front-line services because they support our community."

Ms Greene lives in Riverside and Rosevears includes the West Tamar municipal area, and the Launceston City municipal area east of the southern outlet and north of the Bass Highway, including Riverside, Trevallyn, West Launceston, Summerhill and most of Prospect.
