Plans to remove a roundabout at Inveresk and install traffic lights have been put on hold.
Councillor Jim Cox moved the amendment that asked the plan to be deferred until a Greater Launceston Transport Vision had been adopted and until a traffic impact assessment for the University of Tasmania's relocation had been completed.
The transport vision is expected to be tabled in the new year.

Cr Cox, who has been involved in the traffic industry for more than 20 years, criticised plans to remove the roundabout.
He said he was completely utterly opposed to the installation of traffic lights, as roundabouts are generally considered a safer option.
The Department of State Growth is responsible for this intersection's upgrades, which Cr Cox also raised concerns about because it [the department] "does not move at the speed of light".
Councillors agreed with the amendment, saying it was a sensible suggestion.
Mayor Albert van Zetten was the only person to vote against the plan. He said could not justify the plan to install another set of traffic lights on Goderich Street.
"The traffic light issue is the main problem in this city," he said.
Traffic signals across the city are being upgraded. The upgrade will allow the lights to synchronise with other traffic signals in the network and better respond to peak traffic periods.
Cr van Zetten said he wanted to see how the synchronisation went first, before installing another intersection at Gleadow and Goderich streets.
A double right-hand lane will be installed at the intersection to bring motorists from the link road back onto Goderich Street.
This is because as part of the master plan, the council is trailing removing the north and south right-hand turning lanes at the Lindsay and Goderich Street intersection.
Cr Cox said he hoped the plan would be a success otherwise it would just increase the amount of traffic on Invermay Road.
Councillor Hugh McKenzie said he hoped it would not be a repeat of Kings Meadows.
