The appeal against the council's approval of the hotel was upheld by the Resource Management Planning and Appeals tribunal last week.
Josef Chromy's JAC Group proposed the hotel.
The council's general manager Michael Stretton said support could be offered through a special area plan or a planning scheme amendment. However, how the council would assist is yet to be determined.

He said the planning scheme does not deal well with higher-than-average building proposals, which the council has already acknowledged through its building heights report.
"The scheme obviously needs more intricacies around the assessment of bulk and height for proposals such as this," he said.
The hotel was planned to be constructed on the corner of Paterson and Margaret streets in Launceston.
The hotel's construction would create up to 200 direct and indirect jobs.
The hotel was expected to have 145 rooms, a 500-people conference centre, 200-seat bar and restaurant, function rooms, rooftop cocktail bar, day spa and a gym.
