In a rain-hit first and second grade round where no game completed more than 50 overs, Garwood's rapid knock of 75 not out was a standout with Mowbray quick Jono Jones' 42 the next best individual score.
Three other Eagles - Sam Canny, Will Dakin and Luke Scott - also made the side with patient knocks of 28, 27 and 26 respectively.
Westbury's Justin Curbishley was the pick of the bowlers with 3-13 off seven in second grade while his first-grade counterpart Kieren Hume collected 2-23 off 10 and a run-out assist.
Nathan Carter was South Launceston's sole representative with a well-made 32 in second grade.
