Announcing the signing of the "attacking midfielder with an eye for goal" on City's Facebook page, Hardwicke said Ridgard has the ability to play anywhere across the forward line offering the club plenty of options.
"I'm delighted to have Sam onboard for next season," Hardwicke said.
"Sam has an eye for goal, his pace and movement gets him into goal-scoring positions but most pleasing is he also has tremendous workrate which he uses to affect the game at both ends of the pitch."
A 26-year-old university sports coach and development graduate hailing from Derbyshire, Ridgard is also excited about the move.
"Absolutely buzzing, really excited and can't wait," he said. "From conversations from a few friends I expect the league to be fast and physical which I look forward to getting stuck in and adapting to."
Ridgard has been playing with Belper United in the East Midlands County League and was previously in America with MLS side LA Galaxy's affiliate Orange County while also managing a thousand 5-14-year old players as camp director.
Ridgard follows a well-trodden path of English imports playing in Launceston which last season included Shane Cartwright at City, Chris Wademan and Ben Bodha at Riverside and Rob Gerrard at Northern Rangers.
