The City of Launceston councillor said she was prompted to stand after a strong showing in the mayoral elections in 2018.
"After that I was asked to stand on a Senate party ticket and that caused me to consider my future and what is the best fit for me," Councillor Finlay said.
"I'm a passionate independent and I will be putting everything into it."
When she was elected mayor in 2002 aged 27 she was the youngest female mayor in Australia.
Councillor Finlay, who is president of the Tornadoes, said she believed Tasmanians want the Legislative Council to remain independent.
"Anyone who has observed or experienced me at work will know, without doubt, my commitment to interrogate all challenges and opportunities before me, with an independent mind," she said.
"I am and ambassador and advocate and the role of the Legislative Council is to interrogate and hold the government to account."
Councillor Finlay's decision comes after it was revealed former Liberal minister Rene Hidding is considering running for the seat held by Kerry Finch.
Mr Finch is yet to say whether he will re-contest the sear he has held for nearly 18 years.
Deputy Labor leader Michelle O'Byrne said if Mr Hidding was planning to stand he should reveal how much he was paid out when he "was forced to retire".
"The government has never released that figure and they have to stop hiding it especially if he is planning a comeback," Ms O'Byrne said.
Meanwhile, former Labor minister and Property Council of Tasmania chief executive director Brian Wightman has ruled out running for Rosevears.
"I'm not interested," Mr Wightman said.
Neil Grose from the Launceston Chamber of Commerce is also unlikely to throw his hat in the ring.
"It's not on my radar at the moment but I like the idea of politics one day but have too much on my plate with the chamber" he said.
TCCI boss Michael Bailey has also ruled out running.
