A development application has been lodged with the City of Launceston council, which would see the site expand into the south-western car park outside of Coles.
As part of the $4 million development, 11 single tenancies would be created on the ground floor in the first stage.
The second stage of the development would involve a single tenancy on the first floor. No tenant has been determined yet.
The total new floor area is 1825 square-metres.
A rearrangement of the pedestrian access points and the facade is also proposed.

Toilet facilities and a security administration office are also included on the ground floor along with a new delivery access point off Racecourse Crescent.
More than 50 car spaces will be removed, leaving 529 spaces. According to traffic guides, the site needs to offer about 400 spaces for its size.
Twenty extra bike parking spaces are proposed.
No new car parking facilities are proposed, as the existing car park is in excess of the current requirements.
The development application is open for public comment until Thursday, November 11.
