All of the film screenings and events, from October 25 until November 7, are free.
The festival is organised by volunteer Maria Elena Chagoya, from Mexico.
"The festival will help children of Latin American migrants to keep a connection to their roots, traditions and culture," she said.
"It's so they can keep in their hearts pride for their Latin American heritage."
Ms Chagoya is the host of the Spanish language radio program on City Park Radio and said Launceston had a rich Latin American migrant community who wanted to share their culture.
The LAFF launch is on October 25 at 6pm, followed by the screening of the Brazilian film Life is a B---h directed by Julia Rezende at 7pm and live bossanova music from Matt Ralph at 9pm, at the AMC auditorium.
Life is a B---ch is a "riveting and darkly comic" film follows a group of friends who abduct a millionaire in the midst of planning a wedding in Rio de Janeiro.
All screenings are at the AMC auditorium, next to the Saltz Restaurant.
There will also be a Dia de los Muertos, or Day of the Dead, event at Myrtle Park Camping and Recreation Ground, with an altar, fire drums, paper flowers, and other elements of the Mexican traditional holiday.
Myrtle Park Camping and Recreation Ground manager Jess Jackson said she had been working with Ms Chagoya to create an authentic Day of the Dead event.
"I want to do more family activities here, and I just thought it would be amazing to start teaching people about different cultures," she said.
"I've learned a lot talking to [Ms Chagoya] -hopefully we can teach other people as well."
Attendees are encouraged to wear Day of the Dead make-up, and bring a photo of a loved one to honour at the altar Ms Chagoya is preparing.
Held on November 2 from 6-10pm, there will be live music from Raccoon Dog and Avalanche.
