The man was not wearing a helmet, or any safety gear. The motorcycle had no headlight, was not registered and was uninsured.
Tasmanian Police Inspector Ruth Orr said these factors all contributed to the man's death, and described his injuries as consistent with someone who had been crushed.
"He sustained significant injuries. Essentially [it was] a crush injury as a result of his motorbike hitting the prime mover and him not wearing a helmet," Inspector Orr said.
IN OTHER NEWS:
The crash occurred about 11.50pm on Thursday, with tributes laid at the site throughout Friday.
His mum posted a tribute on Facebook.
"RIP to the most beautiful son in the world. I am going to miss you every day. I love you so much," the post said. "Thank you for all your condolences, he was my beautiful son."
Friends also said he was a very well-loved person, with a heart of gold.
"Can't believe he is gone," they said.
Inspector Orr said speed did not appear to be a factor, but investigations about drugs and alcohol were continuing.
"I think this sends a strong message and I would strongly encourage [people] to have the right category of licence, the right bike, that it's roadworthy and they're wearing a helmet and any other protection when they go out," she said.
Police are seeking information about where the man had been. Anyone who saw someone on a Honda off-road bike at the time is asked to contact 131444.
