The new development involves two primary areas, one being adjacent to Gravelly Beach and the other at Rose Bay Park with various additions being made to both areas.
A new rock wall and reclaimed area will be developed, including a new recreation area as well as a footpath connecting to a 40-vehicle car park.
The Rose Bay area will receive a new public pontoon as well as a barbecue and shelter.

The project received a pledge of $2 million from the federal government during this year's election.
West Tamar Council mayor Christina Holmdahl said the council is currently negotiating with the federal government to secure funding in stages.
Consultation on the master plan will be open until October 11.
