A Primary Industries, Parks, Water and Environment Department spokeswoman said 14 penguin carcasses had been collected along Waubs Esplanade near the blowhole.
It comes after the state government announced plans to amend its Dog Control Act, in response to a string of penguin attacks across the state.
They have been taken to the Mt Pleasant Laboratories for post mortem examinations.
An onsite investigation is also being carried out to determine the cause and extent of the incident.
