Dorset mayor Greg Howard said many issues around potential food vans in the region were raised by residents prior to the council's September meeting.
These included possible disruption of amenity and residential areas.
In other news:
Cr Howard said while businesses in Derby had said they would welcome food vans, businesses in Bridport were concerned it would disrupt their seasonal traffic.
"I was a business owner in Bridport, we used to budget for the three or four months during winter where we'd receive less business. I understand their concerns," Cr Howard.
Permits would be free for Dorset residents as well as charity and community organisations. However, those who live outside Dorset would pay $750 for a permit, which would require yearly renewal.
Vendors would be allowed to operate at various locations in Dorset which include Derby Park, the Old Pier Beach and Trent Water car parks as well as the Northeast Park at Scottsdale.
The council will revisit the policy at its October meeting.
