The development application from the Meander Valley Council details the plan, which will utilise the Westbury Recreation Ground on Franklin Street.
Up to 15 RVs would be allowed to park and camp on a site on a grassed area in the north-east and south-east of the recreation ground.
There would be a maximum four-night stay, with no fires permitted.
Incidental signage would be erected on Franklin Street, at the proposed waste water dump point, and to identify camping areas.

The development application said there would not be individual camp spaces at this time.
"Self-contained campers are generally good at regulating their spacing and additional infrastructure would create an unnecessary visual impact during periods of low visitation," it said.
The council would not at this stage require formal permits to stay at the site, and would also undertake regular ground maintenance and empty bins.
The cost of the project would be $5000.
The development application closes on September 30.
